Property owners engaged in or considering construction without proper permits face heightened scrutiny as authorities ramp up enforcement.The Agència de Defensa del Territori (ADT) has significantly intensified its efforts, reporting a sharp increase in regulatory breaches. For the year 2025, 188 new legal procedures were initiated, stemming from nearly 600 inspections – a substantial 60% rise compared to the previous year. This rigorous oversight has led to an average of one illegal structure being demolished every three days, bringing the total number of demolitions since 2017 to over a thousand. The focus remains on unapproved swimming pools, extensions to existing homes, and exceeding permitted building footprints.Building regulations on Mallorca's "suelo rústico" (rural land) are notably stringent, typically requiring a minimum plot size of 14,000 square meters for residential construction. Violations carry severe consequences, including compulsory demolition of the illegal structures and substantial fines. Last year alone, penalties amounting to 4.7 million euros were levied, with these funds reinvested into strengthening building supervision and recruiting additional inspectors. Owners who voluntarily demolish illegal constructions may benefit from reduced penalties, while those who refuse face forced demolition and escalating monthly fines.
